How a "Finished" State Became India's Biggest Tech Bet

In 1998, a young Chief Minister named Chandrababu Naidu was kept waiting outside Bill Gates' office for two hours. When he finally got in, Gates opened with a warning: "I have only 10 minutes for this meeting." Naidu's presentation ran for 45. That single meeting eventually pulled Microsoft into Hyderabad — and 28 years later, that campus has grown into Microsoft's largest R&D center outside the United States, employing more than 10,000 people. IBM, Oracle, Intel, TCS, Wipro, and Infosys followed one by one, and today Amazon's largest office in the world isn't in Seattle — it's in Hyderabad. Google's biggest office outside the US sits there too.

Then, in 2014, all of it was taken away.

When Everything Was Lost Overnight

Political unrest and a deep cultural divide forced the bifurcation of Andhra Pradesh, splitting it from Telangana. Hyderabad — the capital city, the tax base, and sixteen years of carefully built economic identity — went with the newly formed Telangana. Andhra Pradesh was left with no capital, no IT sector, and ministers reportedly running state affairs out of tents and shipping containers while a temporary secretariat tried to administer a state of nearly 50 million people. The consensus among analysts at the time was blunt: the new Andhra Pradesh was finished.

Twelve years later, that same state has become the site of Google's single largest investment in India.

The $15 Billion Bet on Visakhapatnam

In October 2025, Google announced a $15 billion investment over five years — its largest single commitment to India to date — to build its first AI hub in the country in Visakhapatnam (Vizag), a port city on India's east coast that, a decade ago, didn't even register on the country's technology map [web:19][web:22][web:23]. The project involves three data center campuses near Visakhapatnam and Anakapalli district, with a combined capacity of 1 gigawatt, expected to be commissioned by 2028 [web:27].

To put that scale in perspective: India's total data center capacity today is estimated at around 1.5 gigawatts. Google's campus alone, once fully scaled, would represent a build-out several times larger than what the entire country has built over the past three decades combined.

Why Vizag, and not Bengaluru, Chennai, or Mumbai? Two reasons stand out. First, geography: cheap land, access to green power, and a deep-water coastline along the Bay of Bengal that suits data center cooling and submarine cable landing needs. Second, incentives — the Andhra Pradesh government reportedly offered Google a package worth roughly ₹22,000 crore, including free electricity, full state GST reimbursement, and land subsidies. Google is also building a submarine cable gateway at Vizag connecting to Singapore, Australia, and South Africa, positioning the city to become India's third major international internet hub, alongside Mumbai and Chennai, which are currently the only two landing points and are both near capacity.

Quantum Computing and a Green Hydrogen Hub Built on Old Coal Land

Andhra Pradesh's ambitions don't stop at data centers. Amaravati, the state's upcoming capital, is now home to India's Quantum Valley Tech Park, developed in partnership with IBM and TCS, aimed at hosting the country's largest quantum computer and training roughly 90,000 professionals [web:17][web:24][web:30]. Quantum computing is currently a race dominated by the US, China, the EU, and South Korea, with applications spanning drug discovery, cybersecurity, and financial modeling — and India is trying to plant a serious flag in that race from a state that, a decade ago, had none of this infrastructure.

There's also a striking land-reuse story near Vizag. In 2014, 1,600 acres near Kurimadaka village were allocated for a 4,000 MW coal power plant. Policy changes around coal imports scrapped the project in 2018, leaving the land dormant. That same land is now the site of a green hydrogen hub being built by NTPC Green Energy and the Andhra Pradesh government, with production capacity targeted at 1,500 tonnes of green hydrogen per day for export to Europe, Japan, and South Korea, expected to create around 57,000 jobs [web:18][web:21][web:26].

Ports, Ships, and a New Capital From Scratch

Beyond tech, Andhra Pradesh is simultaneously building three ports — Ramayapatnam, Machilipatnam, and Multi-cargo facilities — at varying stages of completion, which together would push the state's annual cargo handling capacity from around 195 million tonnes to nearly 286 million tonnes. A 3,500-acre shipbuilding cluster is also under development, aimed at reducing India's heavy reliance on ship imports, though this has triggered political friction with Tamil Nadu, which claims the project was originally meant for its shores.

Perhaps the most ambitious piece is Amaravati itself — a 217 square kilometer smart capital city designed by Foster + Partners, the London firm behind Apple Park in Cupertino and 30 St Mary Axe (the "Gherkin") in London. A 190 km outer ring road for the city has already been approved.

Driving much of this on the ground is Nara Lokesh, the state's IT and Electronics Minister and Chandrababu Naidu's son, who has been actively courting global tech firms — Cognizant has broken ground in Vizag, TCS is already present, and Capgemini is reportedly planning around 20,000 jobs in the region, moves that have also drawn public objection from Karnataka and Telangana over projects they see as diverted from their states.

The Uncomfortable Trade-Off Nobody's Advertising

This growth story has a real human cost attached to it. In 2015, around 30,000 farmers voluntarily gave up fertile, three-crop land along the Krishna river basin for the new capital, on the promise of developed land plots in return. A change in government froze the project for roughly five years — no plots were handed over, the original land couldn't be farmed, and reports indicate 64 farmers died during protests over that period. Construction has since resumed, with cranes back on site and thousands of workers active, and the plots those farmers were promised now sit in what could become some of South India's most valuable urban real estate — a potentially life-changing outcome if delivered, but one that came at a genuine cost first.

There's also a structural gap the state can't manufacture its way out of: like its southern neighbors Karnataka and Tamil Nadu, Andhra Pradesh's fertility rate has fallen below 1.5, meaning the region has ports, jobs, and capital but a shrinking young workforce. States like Uttar Pradesh, Bihar, Madhya Pradesh, Chhattisgarh, Rajasthan, and Maharashtra have the opposite problem — young populations without enough local jobs. The two halves of the country, in effect, need each other to make this growth story work at scale.

To its credit, Andhra Pradesh has also tried to remove the friction that usually slows Indian infrastructure projects down: its escrow-based incentive model automatically refunds state GST without requiring political intervention or ministerial approval, and offers capital investment reimbursement of up to 20% for businesses, regardless of size.

A Comeback Still Being Written

Whether Visakhapatnam becomes "India's San Francisco," as some are already calling it, is still an open question — infrastructure promises in India have a long history of slipping timelines and cost overruns, and this scale of simultaneous construction (ports, a capital city, a quantum park, a hydrogen hub, and a gigawatt-scale data center) has never been attempted by a single Indian state before. But twelve years after being written off entirely, Andhra Pradesh has quietly assembled one of the most concentrated infrastructure bets in the country — and the numbers behind it, unlike a lot of political rhetoric, are largely traceable to real, signed agreements.
